Dear President Cheney:

My name is Chan Chhan Keo, I have been a sustaining member of the Republican Party since President Reagan’s administration. 1 have been profoundly saddened by the tragic news that the Vietnamese authorities have recently violated the fundamental rights and freedoms of Khmer Krom Buddhist monks by defrocking them against their inalienable and sovereign rights as indigenous peoples of Kampuchea Krom (former French Cochin China or former South Vietnam) and against the Constitution of Vietnam.

The Vietnamese government has been misleading the world that Khmer Krom peoples are minorities in small number in Vietnam, but in reality, Khmer Krom peoples are the legitimate owners of that territory, the southern part of Vietnam, the Mekong River Delta Region. Since French President Vincent Auriol signed the law number 49-733 of 4 June 1949 transferring her colony of Cochin China to Vietnamese Emperor Bao-Dai, the Vietnamese government from one government to the next tries by all means to wipe out Khmer Krom peoples from the world’s map. The abyss of cruel suffering inflicted on Khmer Krom peoples by the Vietnamese successive governments are well documented as documentary evidence to bring Vietnam to the International Court of Justice for her numerous documented hate crimes against Khmer Krom peoples, the legitimate landowners of Kampuchea Krom or former French Cochin China or South Vietnam.

Vietnam is a member of the United Nations, therefore Vietnam must know and should abide by the Charter of the UN, Chapters XI, XII and XIII, the UN GA resolutions 1514 (XV) of 14 December 1960 regarding the Declaration on the Granting of Independence to Colonial Countries and Peoples and 1541(XV) of 13 December 1960 regarding the three options to choose by the Non-Self-Governing Territories and Peoples in terms of exercising their rights to self-determination, either Free association with the independent State, or Integration into the independent State and/or Independence, the Universal Declaration of Human Rights, the International Law, the International Human Rights Law, the Human Rights Council and the Second International Decade for the Eradication of Colonialism in the 21 century and its Plan of Action.

Vietnam flagrantly violates all of the above legal international entities and instruments and needs to be severely blamed and punished by the world community, the member states or member nations of the United Nations, all the international organizations and all the NGO’s worldwide instead of supporting her with economic aid or else.

As one of the United States citizens and one of a longtime sustaining member of the Republican Party, I urge you, Mr. President to do something worthwhile for Khmer Krom peoples in this moment of distress, Khmer Krom Peoples have strongly determined and strongly committed to move on with the above international legal instruments as their only and only powerful legal weapons to exercise their Rights to Self-determination and Independence in International Law for themselves and for their motherland, Kampuchea Krom which is unjustly taken away from them.
