Letter to H.E. Ambassadors Extraordinary and Plenipotentiary Permanent Missions to the United Nations

Dear Your H.E. Ambassadors Extraordinary and Plenipotentiary Permanent Missions to the United Nations:

Your Highest Excellencies, Permanent Missions to the United Nations, please help the indigenous Khmer Krom peoples to freely exercise their right to self-determination and independence in accordance with the international laws, especially in accordance with the UN Charter, Chapters XI, XII and XIII, the UN resolution 1514(XV) of 14 December 1960 regarding the Granting of Independence to Colonial Countries and Peoples, the UN resolution 1541(XV) of 15 December 1960 regarding the option for either one of the three different forms or models of self-determination, the 2001-2010 Second International Decade and its Plan of Action for the Eradication of Colonialism, and lastly the UN GA Declaration on the Rights of Indigenous Peoples of 13 September 2007 whose Article 3 has stated, “Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.”

Their long lasting abyss of cruel sufferings imposed by the successive governments of Viet Nam, both the South and the North has been caused by the unilateral and illegal transfer by France of its colony of Cochin China also known as Kampuchea Krom to Bao-Dai of Viet Nam by French President Vincent Auriol on 4 June 1949:

Law no. 49-733 of 4 June 1949 without any consultation with the King of Cambodia, His Majesty Norodom Sihanouk and without the consent of the legitimate and rightful owners of the territory and lands, the Khmer Krom peoples.

This illegal and unilateral action and decision of France was in flagrant violation of the Chapters XI, XII and XIII of the Charter of the United Nations of which France has been Member State or Member Nation since 24 October 1945. France must apologize the Khmer King and Khmer government and the Khmer Krom peoples for her illegal action and decision by unilaterally transferring her colony of Cochin China to Bao-Dai in complicity with him and must repeal its law no. 49-73 3 of 4 June 1949 and return Kampuchea Krom territory unconditionally to the legitimate and rightful owners, the Khmer Krom peoples to avoid possible International Court of Justice legal proceedings to be brought by Khmer Krom peoples in the future. In the new era of Information, Sciences and Technology, “La Lol Du Plus Fort Est Toujours La Meilleure” of La Fontaine won’t work any more for the members of the human family on this planet Earth. All evil minds need to be severely blamed and punished by the international community. There is no exception at all for the tyrants and terrorists! God’s people will put all the tyrants and terrorists under their feet.
